yes, the teacher should tell an administrator. The teacher is responsible for the actions of that child and should report it, because once it happens once it will keep happening and the student will hold it or try to hold it against the teacher. Not good professionalism to not tell!

The teacher is legally obligated to tell someone who can help that student. The teacher shouldn't tell someone who isn't in a position to help, and the student shouldn't get in trouble for confiding in that teacher.
