3a^1*4a^3/28a^2

= 12a^(1+3)/28a^2

= 12a^4/28a^2

=3a^(4-2)/7

=3a^2/7

Assuming you know the law of indices

= 12a^4 / 28a^2
Simplifiy

= 3a^2/7

That should be the answer

The Simplify is crossing off the numbers by dividing

* Divide top and bottom by the greatest common factors:
4, a^2
[4 is greatest common factor of 4, 28]
[a^2 is greatest common factor of a^3 and a^2]
This reduces the fraction to
(3a)*(a) / (7)
this is the same as
3a^2 / 7

* Note: also reduce and combine exponents
