Zeus. She was meant to be punishment because Prometheus stole fire from the Gods and gave it to man. Some say Zeus made her himself, and other say Zeus told other Greek gods to make her.

Pandora is a woman in Greek mythology, so the ancient Greeks thought her up.

If you don't know the story, Pandora was a woman that Zeus, the god of all Greek gods fell in love with, but Zeus' wife, can't recall her name right now, forbade Pandora to love Zeus, or ever see him again. So Zeus' wife said that she would not kill Pandora on one condition, and she gave Pandora a box, but told her never to open it. Pandora's curiousity overcame her, and when she opened the box, despair and death came into the world, from the box. Basically, it's a Greek way of saying "Curiousity killed the cat."

All the major greek gods participated in her making. She was to be a medium through which Zeus intended to punish the people whom Prometheus loved.
He had tricked Zeus in accepting low quality offerings and he had stolen fire and given it to human.
It was prophesied to Prometheus and his brother not to accept any gift (Pandora) from Zeus. However, Aphrodite made her so beautiful, that Prometheus's brother could not reject her. Zeus gift to Pandora was the attribute of curiousity, through which she opened the box and the punishment was dealt to mankind
