Unfortunately, he will be remembered for the latter of your two scenarios. He will be remembered for not addressing the true progenitors of terrorism, and for misguiding the war on terror to illegally invade a country, which only inflamed sympathy for terrorists. He will be a remembered as a bumbling incompetent, and an immoral one at that.

I will remember Bush as the beginning of the end of terror. Even if at the current time we are not doing so well in the Middle East the Bush Presidency showed the entire world that the US will not put up with anyone attacking us. Look at North Korea, they were real big talkers about attacking the US but that fell off very quickly. Do you think they would have reconsidered so quickly if nothing came from 9/11? I am not ashamed of President Bush.

I 200 years, he will be remembered for standing up to terrorists. If he had actually raised the treat of terrorism, all of use would not die of old age. When we are all dying of old age (say 50 years from now), he will be remembered for doing what he believed to be right and not worrying about his legacy. This is in contrast to his predecessor, who is already remembered for being more concerned about his legacy than actually accomplishing anything.

I'll remember George Bush as being a complete idiot until the day I die. I'll think of him first when asked "who do you think has screwed America over the most". I'll think of him if America ends up in ruins. He's a terrible president and it ashames me that he's the leader of this country.
