Do most UCs and CSUs just take all qualified California residents first or do they look at everyone's applications and then filter through to see which students to accept? I'm from out-of-state and my gpa is about 3.5 and my sats were low at 1400. I was in cross country, a lot of clubs, and I did a lot of community service. Do I have a good chance of getting into a uc OR csu? thanks!

No, most UCs and CSUs dont just take all qualified Calfornia residents. They look at everyones application no matter what state you are from.

I think your GPA and SAT score could definately get you in to a CSU, might get you into to UC Davis, UC Santa Cruz, UC Riverside and UC Irvine, but probably not UC Berkeley, UCLA and UCSD.

CSUs maybe, UCs probably not. 3.5 is the minimum UC GPA for residents, and it's harder for non-residents. also, your SAT scores are pretty low. i'm not sure what the CSU policy is on accepting people from out-of-state, but their standards are lower.
why do you want to go to california? i would think there would be good schools in your own state.
