Downloading torrents is NOT illegal.
Downloading copyrighted material using torrents IS illegal. Such as mainstream movies, copyrighted music or software...etc.
If you compose a song, play the instruments and do the singing, it is 100% completely legal for you to distribute it any way you wish, wether it be torrents, kazaa, limewire...etc.

It downloads factors of the document from human beings that are importing it. the fellow downloading the document is downloading it from a gaggle of folk that are importing the document.

Depends.
It is NOT illegal to download torrents.
The program is legal to use. And as long as the copyright owner doesn't mind, then its not illegal.
For example, diggnation a weekly podcast is distributed via torrents because of its popularity and the costs of distribution.
However Sony frowns on people using torrents to grab Casino Royal, especially now that its STILL in the theatre.
The program is not illegal to use.. it all depends on WHAT content you are trying to get.

No it is not illegal to download torrents. Torrents files are in themselves special files that direct you to other users who have the file, so that you can download it from others (sort of like Kazaa and Morpeus). What you download through this torrent, however, MAY be illegal, and it usually is.

I am not a lawyer, but I do know that it depends on what you download. For example downloading a version of Linux that is free through BitTorrent is completely legal and is actually encouraged because it reduces the hosting bill of the site.
However, downloading music or a recent movie or any other copyrighted material is copyright infringement and is thus illegal.

Well, it actually depends what you download. And it depends what country you're in...
I'm from Canada. Copyright laws here are different that those in the US. For example, possessing copyright material for private use is not illegal (yet) but I think it is in the US...
Once you find out what is illegal or not, it then depends on the FILE itself that you want to download. If you're downloading music or movies, for example, then it is probably illegal.
However, if you're downloading opensource software, then it is probably NOT illegal.
So, check before you download!
