Abraham Lincoln- president and commander in cheif
Ulysses S. Grant- General

For the South
Jefferson Davis- president
Robert E. Lee- General

The leader of any military operation is the commander in chief which would have been Lincoln for the North and Jefferson Davis for the South.

The North had Abraham Lincoln as the elected President.. These were the Government leaders.
