If a father signed off on the paternity test , in Oneida county family court, at birth because he believed the child to be his, is he now entitled to have paternity testing done because the mother has told him she isn't sure who the child's father is

Yes he is. And the child is entitled to know who is father is.

If a woman is asking a man to pay child support he is entitled to paternity test. If he just wants one done for no real reason he's probably going to have to foot more of the cost, but he can have one done regardless.
