The test you speak of is an associational test. By itself it is not able to make the detemination of one's sanity. It is a test used to gather empirical data to be compiled and compulated with many other 'indicator' tests. The summation of these tests is analyzed and quantitated by usually more that one evaluator. What it determines is more about thought processes and associations which may bring to light any number of symptoms. Think of it as a thermometer when checking for the flu. just because you have a fever doesn't necessarily mean you have the flu. It could be several things but you know you have a fever. something is not right. So, the images conjure ideas and associations you have in an unrestricted way for feedback. If you answer the same thing over and over, maybe you have an obsessive compulsive disorder or something like that. As well., its a test thats a little more fun for the layman. Keeps your attention. Sessions aren't always fun. You do what you can.

The Rorschach test is used to determine what type of patterns your mind works in, or if you are obsessed with anything. It is a sort of hidden secret in the psychiatric community that there are no "right" answers to the inkblots. But if a patient keeps pinning the same theme or subject on every blot, like violence, or sex, then you can bet he has a hang-up in that area, and then proceed with further testing or therapy. It is not "empiracle" like numbnuts said, but is highly subjective, i.e open to the evaluation of the therapist. And the Rorschach IS NOT Freudian, but would actually be closer to the theories of Carl Junng, who spoke of collective archetypes, which means that all normal people value the same symbols and ideals. Rorshach is named after the doctor who invented it.

No it can't. It is not used with the DSM-IV-TR manual and standards.
Determine? You would have to ask someone that practices Psychoanalysis Freud style, if anyone does that stuff any more. There are probably a few still around.
