Traditionally they only come out at night--much like their namesake.
The merest glimpse of a pair makes men 'hoot'.
They are often hard for men to catch--like an owl (hooter)-especially with the rush-forward-and-grab approach of most men (no offense).
They have restaurants like Hooters so men that cannot usually get very close to a pair of hooters have at least the visual experience to take home with them. You know, so they can , um, have some good 'alone time'.
