You don't want to take the ink off the paper whether it is the ink in the paper or someone wrote on it. You will ruin the bill, why lose money? If you must destroy it, bleach it out. In the U.S. the ink is actually pressed into the paper. The Bureau of Engraving and Printing can give more detail to the printing aspect.BEP.gov Still does not seem to be a smart thing to do though but it is your money. By the way if you try to make the bill something it is not, look over your shoulder, for the Secret Service will be close at hand.
