Wow... it's not hard to spot which answerers don't have little boys. I have sons age 9 and 6, so I think I can relate.
GOOD - Hot Wheels, bouncy balls, Slinky, puzzle magazine, pocket dictionary, toothbrush [if Santa brings it, they'll love it and might even use it], comb, pocket dictionary, cheap flashlight, Book of Lifesavers, multi-pack of sugarless gum, paperback chapter books, coupons/gift cards for fast food [if you do fast food], and I LOVE the batteries idea. Oh, and anything else that Santa always put in your stocking.
BAD - Marbles and Legos and anything else with more than 3 pieces [arrggghhhh], CDs or DVDs [these should be "featured" gifts]

A chocolate orange is vital for every stocking! Apart from that, I can't help - I don't know a lot about 9 year olds. Although I do remember loving any board game that I could beat my parents at - and they're great fun for Christmas Day too...

I *always* got a tangerine, pound coin and a carton of umbongo in my stocking every year. I'm turning 22 in a couple of weeks time, and will be very disappointed if I don't get them this year!
Books are quite good, as are things like shower gel, face flannels, little keyrings and stuff. Practical stuff that you wouldn't dream of giving for main christmas presents

Is he a sports enthusiast? I ask because you may be able to get sports cards: baseball cards, football cards, etc.
How about some gloves? I know it's clothes and they aren't cool, but it you live up north, you 'll need them.
Does he have any hobbies? You may be able to find something that suits the hobby- like Hot Wheels or Matchbox cars.
Movie money, tokens for arcade games, maybe even some coins- real coins for collecting- like the state quarters.

Have you got him marbles?
Socks,
pants,
chocolate santa's,
little books,
a magazine to read in case he wakes up too early,
colouring pencils,
get him some nice grown up smellies,
some school stationary like a pencil case,
maybe a little penknife,
badges,
erm, ran out of ideas...
keyrings,

How about those little hand held games like Battleship or Connect Four? Oh, and a lifesavers book, every kid needs a book of lifesavers in their stocking =)
