You're thinking of the 1649 Maryland Act of Toleration.

I started to think of Virginia because of Thomas Jefferson's work in separating religion and government in that colony. It's got the right number of letters, but the N is in the wrong spot.

I understood that Maryland was officially Catholic, and that Pennsylvania was open to people of all faiths (more or less), as a kind of refuge against discrimination. Once there, I think only people of certain faiths could hold office, however.

Maryland fits your condition of 7th letter n, but you may want to check out both Pennsylvania and Rhode Island, both also started as havens of religious freedom
