For a desktop:
1-2GB RAM. 80+ Hard Drive (120 GB Hard Drive exceptional). Good Graphics card, at least 4 USB ports (6-8 would be good. 2 in front at least). Media card reader, microphone, headphone jacks in front, etc. Good brands: Dell, HP. I've had bad expeirences with Gateway and eMachines.
For a laptop
512MB RAM (1GB for Vista) 60-80+ GB HD. 3 USB Ports is sufficient, less may be a turn off. Good Brands: Dell, HP, Compaq (HP Makes compaq but still fine brand).

HP DV9000 series notebook is the one I'm eyeing. Santa will be bringing me this one. I've been checking them out for awhile to see what is the best price vs. capability. Laptop mag is a good source.

Mac- Only successful company to put a monitor and a computer all in one and they sell great.

I have a 2004 iBookG4 and I love it. It's got iTunes, iPhoto, iMovie, and a bunch of other stuff I don't use.
