Bloc party is when you and the people on your block agree to have a get together or a party and invite a lot of people. You cook on the grill, have games, have drinks, and have FUN.!!!!!!!!

If it is as in the band- they chose it for purely asthetic reasons.
Taking Block party, but dropping the k to give it an eastern european look, as in the word eastern bloc country.
If you mean it in politics- i dont know, i didnt know it actually existed.

A block party is usually everyone that lives in the same area, i.e street, building...etc. gets together for one big party.
