What is this tower in rotterdam?

I recently went up the Euromast tv tower in Rotterdam, the view is fantastic.
Across the river in the distance I could see another tall tower.

My question is what is this tower and does it have public access?

This is a guess really, but could it be the port control tower (for shipping)? If so I doubt it's public-accessible.

They have one in Sydney.
