There is no special place that is created for anyone to hold a wedding. It is just something players do. They pick a spot and they do it on their own.
You will mostly find this kind of stuff on the Role-playing servers.

Many Role-players make the tuxedos and wedding dresses and have thier own in-game "weddings", but there's no marriage system in WoW.
