You can char the paper until it almost burns through.

However, by definition a hole is a piece of empty space. What you're creating wouldn't be a hole.

you want to make a little burn indentation without going through? well get really thick paper and make a burn mark with a magnifying glass and the sun. It's winter now so it may not work but it will in the summer trust me.

ya, i understand what you're asking, you can hold the paper over an open flame, dont let the flame touch the paper though, the paper shouldturn brownish or tan

if it doesn't go completely through the paper then it wouldn't be a hole.
