The actual faucet (where the water comes out) in my tub is not chaulked...you can move it around if you really want to. Should this be sealed in some matter?

yes, if ur spout is loose, stick a screwdriver in where water come out and turn until you can feel it getting tight, then get some tub and tile caulk and put it on 75% of spout, leaveing bottom open (100% if u like) wipe off excess w/sponge

im not shure i understand well. but if the faucet is wall mounted:

you can put a mildew resistant silicon scealant. This will fix you faucet in place and prevent water to go behind it.

you better put masking tape on the wall and the faucet to limit the spreading of silicon . specially if you little experience applying it. that can be messy.

if it's really loose then there also a screw under the faucet near the wall you can unscrew it . after the faucet should turn more freely. remove it, apply new teflon band and reinstall it tight. then silicon around.

Without more info I would have to say no. If you can move it around you might have bigger problems. Does it move from side to side or up and down. This may mean you can have a leak in the wall. Can you unscrew it? If you can, do so and look to see if there is water damage. If there is no water damage then you should be all right. The move around thing is not good but if no leaks you are all right. (Turn off the water main first).

There should be a collar around the handles and the faucet. this will keep the water out.
