I guess you are talking about the speed of the startup. Everytime you install new programs it adds things to the registry, some of which is not removed even when you uninstall the program and because windows has to load this registry file everytime it starts it takes longer to load when the file size increases. Unfortunately you would have to re-format the computer and start over again to fix the problem.
Also there are a lot of startup items that are added as new programs are installed. You can reduce this by disabling startup items. To do this click start and run and type in msconfig and click ok. Now click on the startup tab at the top and click disable all click ok and click on the restart now button. This might speed up the startup process a little but might not always help.

Maybe you want to do a format and reinstall of your OS?
This is how I do it.
Put your WinXP CD in the cd drive
Reboot your system and press del or what ever to enter your bios.
Change you boot options so the system only boots from the CD-ROM. Save and Exit.
Follow the wizard. Format the HD and do a clean install. Keep in mind. Everything will be lost.
Once your OS is installed
Reboot, press DEL or what ever to enter the bios and change the boot options back so the first boot is from the HDD and the 2nd is CD-rom.

Oh one thing.. If its a dell or gateway. CONTACT them before you do anything.!!!!!!!!!!

You cant really. To go back to like new you would have to re-install windows which would get rid of the long registry entries which you've built up since you started using the PC.
Start, run, msconfig might help. By removing some of the redundant entries running at start up will improve system performance. Espeically if you've installed lots of software.
You could also run disk cleanup and defrag.

If you buy a computer from a store or manufacture, they usually come with discs that restores your comp to factory status. If not call or contact the place that your comp came from and tell them it didn't come with any discs. They are usually good to send you a set.
