I don't remember it happening, but it very well could have., but my boyfriend did on his 21st.
We found out that his friends carried him over the shoulder like a bag of potatoes.
Who obeys the law anyways? I don't drive when I'm drunk, but untill they have beds at bars, then I guess I gotta get home some how.
