No my dear, Baron Sacha Cohen etc is an actor, who prior to his very succesful animate as Borat was equally successful as Ali G. A top man in my view, because he showed the exuberance of the black community that were a disgrace in the UK, and then turned his attentions to the bigotry of the Mid West of America.

Borat is not a real person, he's a fictional character created by Sacha Baron Cohen who's an English actor/comedian. He's most famous for his Ali G character (a gangster wannabe) in the Ali G show, but he's also well known for his other characters Borat (a reporter from Kazakstan) and Bruno (a gay Australian/Austria, don't remember which, fashion reporter)...

Borat is a fictional charachter created by Sasha Baron Cohen who also created Ali G. He started playing Borat in his TV show.
