Many mail cars in America have right side steering wheels, so can cars in foreign countries have left side steering wheels like they do in the U.S.? Is that illegal?

yes you can but the headlights will have to be re aimed to the left and the taillights may have to be changed to yellow if the aren't already.

In most Australian states, the headlights and taillights have to be re-aimed to the other side of the road (so as not to dazzle oncoming motorists). This is done by either masking off the aiming segment (on your headlights it looks like a piece of pie) temporarily, or fitting Right hand drive headlights and tail lights. Additionally, for a vehicle older than 30 years, it is possible to register it, but it must have large, permanent letters on the back of the vehicle that says "Caution: Left hand drive"

well i live in Australia and in my state of Victoria the car can legally stay left hand drive if it is 30 years older or more. any thing newer has to be converted, unless the rules have been changed, but i think that is still the case.
