I had a Sims die and I had to demolish his house because it burned down. I created a new house and a new family. Just recently the dead Sim came back as the new Sim, so I have twins. I cannot do any actions with the dead Sim but goes about the day like a normal Sim.

I don't think they can on the original Sims.

well, it depends on what game you have, and how much money you have. i own The Sims 2 for the playstation 2 and if i die, i can either pay 100 simoleons for a back to life ticket or beat the grim reaper in a fiddle contest (with the right skill levels). so as far as i know, yes.
