Bangs/fringe is definately in right now. The type of bangs to get depends on your face shape and your other features, so go to your stylist and have them make some suggestions. Typically, though, a side swept fringe is more chic than straight across the forehead bangs.

I don't think they ever really go out. But there are a lot of different styles of bangs.
I have a fairly square jaw, so I don't look good with square bangs, plus my hair is way thick which makes straight bangs look like an ever squarer shape, but I have long sideswept bangs that I totally love. They're way too long actually. The person most famous for wearing the bangs I am happiest with was Joey Ramone - you get the idea, hair you have to push out of your eyes. Not everyone wants this bang style but I do.
Some people look fabulous in a stylized 1920s, Louise Brooks type bob with bangs. It's a very striking look; it looks great on the right person. Those are longish bangs, perfectly straight and sleek, that hit right above the eyebrow. They're not wispy but solid.
A few people can wear the short, curled Claudette Colbert 1930s bangs and look chic, but that's super hard to wear because it's so stylized and retro; Colbert had this very delicate heart-shaped face and you'd probably need a similar face. You'd need a really good hairdresser with a good eye. On most people, especially when cut by a mediocre hairdresser, that little short bang looks like a "little old lady" bang.
A fair number of people can wear that Cleopatra haircut with the long bangs and the straight hair about shoulder length; I used to kind of like that, when I was in college and dressing sort of 1960s mod-like.
The 1960s Beatle-bob bang or 1960s Sasson-like bang seems to have a lot more hair in it, than a lot of other bangs. If you have this, it will puzzle a lot of hairdressers who will say "Somebody cut you too many bangs." No, not if it was a deliberate style choice by a good hairdresser. This can look good if you've got a high forehead. I happen to like these.
There's that 1980s asymmetrical geometric style, sometimes with a sideswept bang, that looks good on some people.
Some people can wear wispy bangs but I avoid them. A few people can wear spiky bangs but on me it would be a mistake.
Bangs I don't want are:
1. Little-old-lady bangs (way short ones)
2. Caesar-type bangs (even shorter)
3. Heavy-metal headbanger bangs (those ones that taper way down each side of your face in a diagonal line)
4. 1970s "wings" which aren't exactly bangs
5. Little-boy bangs layered from the top.
Never, ever try to cut your own bangs. Never even try to trim your own bangs. Many hairdressers will do a bang trim between haircuts for like $10 or something.

It doesn't matter if they are in style or out of style if they look good on you. Wide, long, straight across your forehead look good on people with rounder faces and large foreheads. Side-swept bangs look good on almost everyone, although I hate it when people straighten their side swept bangs so much that they are like glued to their heads and all burnt.

Yes, but it depends on your face shape and hair texture. Bangs tend to look good on people with high foreheads.

I love my side swept bangs and I'm sticking w/ them when I get my hair trimmed this Friday...
...I'm going to be that woman, in like 20 years from now when I'm in my 40's....with the outdated hairstyle....whose children put her on a lame daytime talk show to get a makeover....

Bangs are out. But some people still have them and also it depends on you. Some people look good with bangs others really bad or just bad.

Why does it matter? If you want bangs, wear them!
