It seems to me that this varies considerably with the individual and his/her family. Many people are told to finish their homework before going out while at home, and that is obviously useful in college, but that isn't true of every family. Most people who even make it to college were able to set priorities and do what was necessary to meet their goals, which are important time management skills. Those who were deeply involved in activities while in high school learned to get to those on time (or they would be kicked out) and to fit in several activities during limited time. I know that my parents frequently urged me to avoid procratination. What I find that most students have a hard time with is writing things down, so that as their schedules become more complex they begin to lose track of what they need to do.
