You must go purchase a plunger.
Drano, Liquid Plumber, etc --- these products are designed to unclog a sink and will not work in (some cases harm) your toilet.
Sometimes pouring hot water into a clogged sink will work. Again, this is a BAD idea for a toilet as you might melt the wax ring and cause a much bigger problem.
A plunger will correct 99% of toilet clogs. The other 1% require a "closet snake" which is a flexiable and coiled piece of metal wire that you insert into the toilet and it "snakes" around the drain loop to clear the clog. The plunger is less than $10, the closet snake is ~ $25. Most people just have a plunger in the house and resort to calling a plumber for anything more severe.

A plunger that cost a few dollars will get rid of most clogs. If you already poured drano or any other chemical down the toilet, make sure you remove as much water as possible before using the plunger as these chemicals are highly corrosive and can harm your skin and eyes. Wear rubber gloves and eye cover. If this fails, get a small diameter coil snake at the hardware store, it is a little more expensive but it works well.

Unclog a Toilet with Dishwashing Liquid
Well, first, this won’t work if it’s clogged with a solid object such as one of your child’s toys. But if it’s excess paper or something like that, this works remarkably well.
Dishwashing liquid. Squirt a generous amount into the clogged toilet bowl. Wait until the water level goes down a bit. Then fill a bucket (or empty wastebasket) with water and pour in from about waist high. You may need to repeat this 2 or 3 times but odds are that even the first or second time you’ll hear something starting to happen.
No mess, no broken seals, no overflow (assuming you stop pouring from the bucket before it goes over the top).

Your building maintenance "Guy" is very familiar unclogging toilets caused by disposing your "privacy issues" dispose of them properly not in your toilet, take your trash from bathroom out everyday

turn off the water to your toilet and go buy a plunger at the closest store...or go make friends with a neighbor and ask to borrow theirs.

try pushing a coat hanger in the toilet just dont lose the hangar 99.9% of clogs are at the base of the toilet at the floor
