I dunno. Doesn't make much sense. Been to South Florida lately? Sure, women cover their nipples (barely) with a couple patches and some string, and walk around not wearing much else besides a shoelace up their butts and thin cloth triangles that wouldn't come close to containing an un-depilitated girlieburger. And I'm not just talking about the beach. Stores, downtown streets, the lot.
So I don't think leaving a few extra inches of female exposed would make much difference to anyone or anything except those charged with enforcing arbitrary, silly, outdated laws and the people that are arrested for violating them.
Personally, I think, if they are going to have laws, they should make it illegal for 70 year old, 300 lb female retirees baked up like a raisin from the sun whose arms slosh back and forth while they are waving to their bird-legged, liver spotted spouses to wear anything more revealing to the beach than a tent-canvas nun's getup.
But attractive women should be able to show up in line at Burger King wearing nothing but a navel stud if they want to.
It's ALL conditioning, and arbitrary standards of decency that change all the time. All these people howling that fluffing around in the buff is immoral and indecent seem to forget we are all born naked, and at one time women could get arrested at the beach for showing little more than a couple chubby knees.
How many American women want to go back to those days? The good old Victorian times? I mean, women then HAD to be more moral and decent than they are now, right? Being able to wear what you want and vote and all is highly overrated, dontcha think?

I think the question is perhaps poorly phrased. I am, as an American woman, not afraid of showing my breasts, but I do not do so in public for a variety of reasons. It is illegal in most instances. It makes other people terribly uncomfortable. It is simply against the societal mores and norms. Different regions, different customs. It's not really a matter of right or wrong, nobody is uptight or a slut because of their choice on this, it's simply not done in some places and no big deal in others.
I would also dispute the statement that breasts are a woman's best asset. For some women they may be the best *physical* asset, but for many they aren't and I like to think that as a person I have many assets that are far more important than any physical trait.

As american I might particularly provide a rattling, burkas don't seem to be principally attractive or trendy. But for the equal rationale we're uncomfortable in a financial institution while anyone walks in dressed in a ski masks we don't seem to be principally at ease approximately being round any one hiding their face. It is noteworthy that quite often muslim ladies are estate and the guys preserve their estate hidden and used just for their possess functions. Traditionally, any lady that enables herself to be noticeable by means of a person now not her husband or male family member might be killed with out penalty or rationalization. To every their possess eh. The australian Cleric is a neanderthal. Though a lady is much less more likely to be raped if it takes a hour or extra to unwrap her, a lot to onerous.

For one thing, I don't think we all believe these are our best assets.
But also, we have been taught that these are private, and should remain inside our clothing, unless we're getting intimate with a man (or once a year, at the doctor's office).
To have these exposed is essentially like having my vagina exposed...It's my personal, private thing to share with only my husband.
Let me ask you this...Why should I expose my breasts? And don't give me that garbage about "it's the same as a man...we all have a chest"...whatever! We all pee, too, but we don't expose that part of our body, just because we all have a urethra.

It's because American Women don't like giving away their goods for free...they feel like they would be getting cheated if they showed their boobs without getting something in return. American Women have an entitlement complex and rent their bodies to the highest bidder, in essence.

It's against the law to do so (publicly) here. Fear based?? No...i think it comes from a society with puritanical beginnings that has morphed into equating being nude with sexuality. Not saying that's right - but it is a reality.
There is plenty of cleavage to be seen publicly here....and other body parts too!!!

It's usually illegal in the States for women to expose their breasts in public. If people are not used to doing something in public, they'll usually feel uncomfortable about doing it, evn if the culture or the surroundings are diffrent.
Not to mention, women exposing their breasts generally have lots of horny guys drooling at them, which is not only annoying, but eventually gets kind of slimy and gross.

Well I"m a girl in the united states and sorry I grew up here and in Europe it's different. United states i grew up no one ran around naked or only in undies i'm sorry but if you want nake upper body go for a guy at the beach or go to europe and look for your nake lady
