You can't get mew on leaf green. But you can get it by going to one of the special events. Back in setember Walmarts in the USA was giving out free mews. Or if you want to get a Action Replay to get the mew but the mew won't obey if you got him from hacking. Either does Deoxys.

There are three ways to get Mew in Leaf Green.
+Gameshark-risky, it can ruin your game
+Toys'R'Us event-they give out free mews, but get there early, lines get long. They had a recent one back in September. Keep tabs on Pokemonelite2000.com or on Pokemon.com
+Trade with another person who has a sharked Mew or Mew's to spare.

keep your eye out on websites for pokemon games like the pokemon website, pokemon.com, and keep your eye on those advertisements that come in your newspaper, places like Toys r Us have programs that let you come and get him downloaded. Or, buy a game shark for the game boy advance and use that, plus you can get any other pokemon you want.
