recently i was told by my ISP (qwest) that i can't change my IP(s). i did accidentaly change some things in the configuration before and now i'm wondering whether they meant the things in the configuration or a proxy? does using a proxy on firefox modify your connection? it is legal?

*i know it does not modify your IP, but to your ISP server, does it count as modifying? to qwest?

no it does not modify your real ip, however it is possible for a proxy to send a different ip

No, it just tells your browser to forward any requests to the proxy. It does not change your IP address. Legality depends upon whose machine it is. If it's your machine (and you're in the US) then it's completely legal.
