Go to thomas.loc.gov. There's a search engine that lets you type in the bill number and will locate it.

You can also go to www.whitehouse.gov and type in "Medicaid" to see if there are any articles about it.

Every bill passed by both houses and signed by the president becomes law. That's how it works.

H.R. 4241 / S. 1932 became Public Law 109-171 when passed by both houses of Congress and signed by President Bush. The sections of the law relating to medicaid were encoded in Title XLII of the United States Code, specifically sections 1395-1397.
