the model number is 28Q777 and type number is 0129 01, it won't fire and i have spark at the plug and good gas. This is the first time i've worked with an engine that has OverHeadValves!!

Just dribble a little gas down the carb.... does the same as putting gas in the combustion chamber....

If it starts..... good, its the carb (and/or bad fuel solenoid)
If it doesn't........ things to check for, are a sheared flywheel key...... mis adjusted valves..... or low compression.
And can be a bad plug as well..... even though your getting spark.

There are no FREE manuals to do this....

Remove the spark plug and squirt a small amount of fuel into the spark plug hole, replace the spark plug and try to start the engine. This will bypass the carb. completely. If it fires, then the problem is in the carb. As far as a free instruction manual, I know of none. Is gas getting to the carb? take off air cleaner and spray some carb cleaner in to carb and try starting it,If it fires your not getting gas, possible filter problem
