Just when the nails need a touch up, every couple weeks or so. I just bought a kit too!

Make sure your nails are clean, no polish or hardner.
Do not saw back and forth on your nails, gently rub it against the niual surface once or twice and lift. Continue until you see a bit of a shine or change.
Do not continue if you feel burning or other unpleasant sensations. Do not keep buffing until you buff thru the nail surface. It is a start slow and easy, and gradually work your way up-kinda process.
It will not file the edges, or work like a nail file...it just smoothes the surface of your nail.
