when a guy says Take care what does it mean ? is this term used commonaly ? do we say this to only specific people ?

I told him I felt bad that he missed the 2nd date without informing me , and he left a voice message saying where he could meet up and end he says take care

take care is an idiom.
it is mainly used during good-byes, as in I have to go now; take care. this apparent abbreviation of take care of yourself is used both orally and in writing, where it sometimes replaces the conventional Sincerely or Love in signing off correspondence.

It just means, look after yourself, see you soon, it is nice and commonly used.
