If he is in Texas on temporary reassignment for training she can call his local SGT at the base either in TX {call the company} or their local base where they live. She is entitled to what is called BAQ for the child. If this does not work all army military bases have legal aid she should make an appointment and go see them.

If he is in fact retired, she gets an equal share of his retirement check if they were married for 10 years of his Army service.
If not married that long, she does need to contact the county that she lives in to work on getting his salary garnished.

her local department of child and family services. she needs to file papers on spousal and child abandonment. most judges work ruthlessly on the side of children. if she can get over the emotional part of being left and realize its not her fault. she needs to persue what she is entitled to. the social security department can find anyone. and they will help attach his pay
