Disposals are dangerous! If you are absolutely sure which fuse or breaker controls it, turn it all the way off, Make sure no one can turn it on while you are working on it, don't guess. There is a small red button under the disposal, push it in and try the switch to make sure the electric is off. There is something jamming the blades of the disposal, check with a flashlight to see if you can see it, sometimes a small piece of glass that you can't see. If you can see it, try to grab it with a needle nose plier. Another method; block the drain, fill the sink with water, open the drain and try to suck everything out with a plunger. DO NOT PUT YOUR HAND IN THE DISPOSAL!

if your dishwasher and garbage disposal are plugged into the same plug or attached to the same circuit and your garbage disposal comes on, then you have power there and your appliances need replaced. Just because a breaker APPEARS to be in the on position doesn't necessarily mean that it it. Breakers go bad and people who turn them on after they go off may not know that it hasn't reset properly. IF it makes you feel better, go back to the panel and turn that breaker off and on again. if you are convinced the problem is with electricity and not appliances i suggest you call a licensed electrical contractor

You should have a tool that came with the disposal that fits in a hole in the bottom of the disposal, you manually turn the wrench making the disposal blades turn at least one full turn. That will only help if your disposal is jammed up. Your dishwasher and disposal are usually plugged in under the sink. You might of pushed somethin under your sink hard enough to pull the plug loose.

you my want to first check the circuit breaker or fuse at your main electric service. A breaker can trip on overload or a short circuit.

If they are both out could be wiring or fuse. Replace the fuse.
