Want to build a house near a mountainside or valley but also want to know if it cost too much to make?

Probably legal but you will have to check your local zoning laws
and building codes..

Normally, the building department would expect you to furnish engineering documents signed off by a licensed structural and a licensed soil engineer for the permit, but in some cases, underground excavation and development is restricted because of water tables that might be protected. But this is fairly rare, however. Check wtih the local planning and building department.

There should be no problem with legalities. It may be more costly than a conventional building, depending on how difficult the excavation is.

depends on zoning mostly

hilly land is cheaper but more expensive to build on.

Just buy a piece of land. See what they let you do with it.
