This is called a distressed border. It can be done in any photo editing program by erasing round the edges of the photograph in a random fashion. However many programs will do it for you. I have an old program that I obtained free on a cover mount CD years ago called Professor Franklin's Instant Photo Effects which had several such borders. I see that it is still available (but you will have to pay). I have also known digital photo mags here in the UK include such borders on their cover mounts from time to time. (I'm not sure why they first answer suggests Word Perfect - I wouldn't have thought that was at all appropriate)
