Ok... let me modify the details here.
This is for my family. So we're looking at my youngest cousin.. who is 12, to my grandmother.

You could always do a hot chocolate basket. Put some cute mugs, marshmallows, cinnamon sticks, peppermints and of course hot chocolate. Everyone loves hot cocoa no matter how old you are!

I play White Elephant too.

We do it by themes, though. Say, if it was Italian, we could bring in these little chefs and stuff.

If you do not have a theme, I would sugguest looking at a Halmark store (you know, the cards store). They have some really cute Christmas things that would make the ideal present for any age/gender. My favorite is the sing/dancing snowman and penguins. Unfortunately it's $14.00, but I'm sure you could go a little over. It is much enjoyed by the children and makes a perfect centerpiece for any winter occasion for the adults.

I had to do secret santa this year, but the money limit was the same. I found at Target these little self-build ginger bread houses, trees, and trains.

They're a genderless, 9.99, gift that you can give to the person and the person's whole family can enjoy.

I spent hours looking >.< I also found little massager things there for about 6-10 dollars. Everyone loves a massage? Variety of colors at least.

But I like the box of condom ideas best.

Our family does this every Christmas. We do gag gifts and regular gifts. I will give you some of the things we have taken or gotten.

A jar of apple butter, or jam
Decorative Christmas pillows
Fancy nuts
homemade cookies or candy
a gift certificate to a resturant
A christmas gift set of teas, cocoa, etc.
A candle
A christmas ornament
One of the big popcorn tins
A board game
a Wal-mart/Target Gift Card

Target has a section right when you walk in that has a bunch of seasonal stuff for $1 that could be put together in a nice basket and wrapped with cellophane. A small appliance like a toaster, sandwich maker, mini coffee pot, hot water kettle, immersion blender, or hand mixer can always be found for $10 or less at Longs/Rite Aid, Target, or Walmart.

Last year I had to buy a female White Elephant gift and I found a pair of underwear with a picture of a rooster on them. They had a little button that made a loud obnoxious rooster sound. It was hilarious and everyone wanted them. Funny boxers would be good too, and can be unisex.

How about a pet rock? Get a large rock with a smooth surface and draw a stupid/silly face on it. It usually gets a good laugh at a party. If that is not enough, how about a box of condoms.
