Well why? Your going through the drive through at the bank and theres brail on the machines. Are they saying there are blind drivers? In order for a blind person they would either have to be driving or crawl over the driver. Not a good thing in either case. theres no need for it. So why is it there?

The federal laws that have to do with disabilities dictate that if you have a pushbutton operated device, it must be made so blind people can access it also. Example: elevator buttons.
The keypads on ATM machines are used on many other devices and must comply with the law. Simple economics dictate the manufacture of one device that will cover all applications, hence, you have Braille on ATM keyboards.

A taxi driver has a blind customer that needs to hit the ATM before they go to the airport. He drives her to the bank, and pulls up so that the driver's side back seat is by the machine.

Just an example.

I see your point but adding brails doesn't really hurt anyway so why not just put it?

By law all ATMs must be equipped with Braille. It's easier to install one with Braille than to manufacture some without.
