Talk to your landlord about off smell of Pot and loud-Loud music or party are not allowed after 11-00 pm.Check with the police authority.
The only way to get out of the apartment is sublease it with some one and recover your deposit amount lying with landlord.
There is one more way..Request your landlord,you are unable to pay the rent,as you were laid off from the job and you like to vacant the place by ending the lease,the reason is more sound as you are unable to pay the rent and you don't have a savings or other alternatives.

If you know for a fact and can prove there is drug use in your building and have record of filed noise complaints, depending on your lease which you should look over, the leasing office may have breached the contract giving you grounds to move out. Otherwise you may have to pay a penalty for breaking the lease early

There a few options......
one is to find a replacement leaser, to complete the length of your lease, they pretty much take over.
second, you have the option to move, but pay the remaining balance for the promised time, (sucks)
or if there is a true problem, we were able to break our lease, there was black mold, and after several recorded cpnversations, knowing they were taped, it was never resolved, I threatened to call the city and health department, and they gladly handed back our security, and broke our lease.,

Report the neighbors to the cops. When they don't move out, tell the landlord that the apt isn't safe and your not giving notice. What is he going to say? If you have proof that there are drugs in the building, hence calling the cops, he can't really say boo.
If he tries to withhold your rent, report him to the Housing Authority for harboring criminals and endangering your children.
