it really depends on WHEN
obviously, popular has nothing to do with quality - other than more people buy higher quality items.
for that reason, i'd have to go with final fantasy VII as the most popular console game, despite that there was nothing original about it. and it's a real shame too, because there were much better RPGs that weren't as popular. breath of fire III, lufia II, dragon warrior IV, phantasy star IV, the list goes on..
for online play, that's another story. at first, everquest was really popular, but that has dwindled lately, especially with the advent of other games like WoW, and something called guildwars.
a long, LONG time ago, there were MUDs that were quite popular - but their numbers don't reach anything near todays online games.

there really isn't the "most popular rpg game". The most popular non online rpg would be The Elder Scroll series along with Final Fantasy for consoles, and the popular online RPG's would consist of World of Warcraft along with the Everquest series both for the PC.

WOW continues to be an extremely familiar interest. there's a RPG interest in progression superb now that looks very promising however. it particularly is superstar Wars the previous Republic. seek it up on google!
