Evolution sets the size of an animal according to the availability of the food supply and the prevalence of predator species. For example, it is generally known that when a species colonizes a small island, it will get smaller as a result, due to the limited food supply.
A 100 lb fox would have to find a completely different food supply than the small rodents that it typically feeds upon.

I guess it's like expecting a terrier to get to 100lb.. the breed has limits on it's size which is about 20lb for red foxes, or maybe 12lb for a grey fox. If there was a 100 pound fox I wouldn't want it in my neighbourhood, lol.

Cuz they don't need to.They need to be small and agile to run away from the dogs(of course it doesn't always work) and to catch some food like small birds,honey,fruits and ext.

Only the creator of all animals can answer that question, the lord himself, but to give you a scientific answer, it's their genetics that make them to be what they are.
How come we don't grow to be 20 feet tall?
