I believe cello (and I'm sure you'll know) has the strings tuned, low to high, in 5ths. The strings on a bass (low to high) are E-A-D-G, which is a sequence of 4ths.
So that is backwards.
And then there is the technique (unless you plan to bow an upright).......
But don't let that discourage you. If you play cello, then you already have the ear for it....

The bass is a pretty easy instrument to learn but it is very difficult to master it. If you want to play rock, pop, or other similar genres you would be able to play decently within a year or so of practice because they rarely require you to play anything complex. If you are going to play a genre like jazz it will take years of playing and music theory study to be able to create good bass parts. You should get lessons for at least a few months so that they will be able to point you in the right direction and help you with technique. Basses will cost you anywhere from $200 to $5000+ and you have to take into consideration the cost of an amp, cables, and other accessories. A decent starter bass will be about $300 and a practice amp will cost you $150 to $200.

A man gives his son an electric bass for his 15th birthday, along with a coupon for four bass lessons. When the son returns from his first lesson, the father asks, "So, what did you learn?"
"Well, I learned the first five notes on the E string." Next week, after the second lesson, the father again asks about the progress, and the son replies, "This time I learned the first five notes on the A string." One week later, the son comes home far later than expected, smelling of cigarettes and beer. So the father asks: "Hey, what happened in today's lesson?" "Dad, I'm sorry I couldn't make it to my lesson; I had a gig!"
My daughter went from violin after 6 years to stand-up and electric bass really easily. She was 2nd chair out of 6 after 3 months.

Well , by playing in a bass register you have somewhat of an edge, other than the string flip and the fact you are going to change your note execution from bow to pick (or fingers..) , you should be able to translate pretty easy.
