I will make this real simple.
1st. Is Kissing or Making out.
2nd. Is Touching
3rd. Is ******* or eating out.
And 4th (aka. Home Run) is Full on sex.

Yes, it is sexual. I can explain what I know of it to you though I am lacking there, too. :)
1st base is kissing.
2nd is making out
3rd base is where he takes liberty with his hands
and 4th base or a 'home run' is well, u know what. The farthest you can get.

well there kinda is a few meanings for different bases but its kinda
1st is like kissing and making out
2nd is making out maybe grabbing
3rd is like getting clothes off and stuff
and the last base is like acually well you know
and it is different to different people some will say 2nd is a bit different and stuff ok

well you are smart to say no if you don't know ...I will tell you first base should be holding hands and maybe a peck on the cheek, base 2 should be french kissing maybe a little touching. 3rd base would be more kissing more touching "sexually touching"
and 4th base is the rest of the way .. If your not ready don't do any of it ....

The kid that asked you may turn out to have a definition of third base that you thought referred to fourth base. In fact, that's why these codes are used - so you might say yes to the code number where you wouldn't say yes to the asker's definition of it.
It's one of those slippery slope tricks (no pun intended).
