The link you have been given is about only one of the double decked buses of London, the Routemaster. Buses in the UK have had two decks from earliest days when they were still pulled by horses. Originally the upper deck was not enclosed. The first succesful motor bus, the 'B' class of the London General Omnibus Co, became famous when many were used to ferry troops to the front in World War One. I'm surprised you could not find anything on the internet - I typed in British Buses and came up with 1,450,000 results! I know that many sites cover both single and double deckers - the former are probably more widespread, particularly in the country.
