you could try Skype, as long as the other person has a PC with an internet connection and Skype. Its free. I use it to talk with my sister in Sweden.

u cant all these services have been closed down since people over used them, i would advise getting a calling card, so it will go via a different carrier like im in the uk
i can get a Â£5 or $10 calling card and call america for about 400mins. if i didnt use the card my phone bill would be about Â£100 or more.
