Help With Political Science Briefing Paper?

I need to write a Briefing paper for political science on a important event.. it has to be a real issue and should be addressed to a real person... please help me find a topic. (it can be for any country, i would perfer canada but american or other countries issues will be fine too)

Here's a recurring Canadian one. Quebec independence movement has been opposed by the natives or First People. Write how their interests need to be protected in the event that there is a future vote or compromise. Recently it was discussed that Quebec would be a nation within Canada. Would the natives be given similiar consideration?
