Which group do you think causes more death and destruction gangs or terrorist organizations?

I meant gangs like MS-13, bloods, crips

OR

terrorist groups like Al-Qaeda, Hezbollah, Tigers

Terrorist organizations are more deadly cause they have a whole lot more money and can go world wide if need to be and are concern with world issues. As for street gangs like ms-13 they are only a treat to the location that their in. Gangs are just as dangerous, but on a smaller scale compared to terrorists.
