Rods and cones are photoreceptors. Cones are adapted to detect colors and they function well in bright light. Rods are more sensitive, but do not detect color well, being adapted for low light. There is a ratio in most animals of rods and cones. Those with excellent "night vision" have a greater number of rods to cones.

Steve is correct. Light is essentially focused and projected through the lens onto the retina, where the rods and cones are struck, and stimulated to send signals through the optic nerve.
